This Request for Proposals (the “RFP”) is an invitation by The Corporation of the City of Woodstock (“City of Woodstock” or “Owner”) to prospective bidders to submit proposals to complete a fleet optimization and review study on the City’s Corporate Fleet inventory. The study will develop a baseline for Fleet Services to build out a capital plan that considers fuel consumption, operating costs, and GHG emissions. It will also provide a comparison of the City's current fleet utilization and offer different scenarios and solutions including costs. The study will also provide feasibility for a transition to ZEV for Woodstock Transit and/or the rest of the fleet based on lifecycle strategies, funding, and departmental fleet utilization. The study will evaluate opportunities to optimize and downsize the fleet based on utilization and operational need. This includes confirming whether departments have surplus vehicles, whether reallocation between departments is feasible, and whether vehicle types and sizes are appropriately matched to the tasks they perform. High‑emission vehicles will be identified and prioritized for potential early replacement where feasible. Anticipated services and detailed scope is identified in the Proposal Deliverables (Appendix A). |
